Tuition-Free Programs for Minnesota Residents
Go to college for free? Yes, it may be possible! There are several grant and scholarship programs available that cover the entire cost of tuition and fees for eligible students at Minnesota State College Southeast!
These grants and scholarships are money that you do not have to pay back. Bear in mind, though, that you will still have to pay for your living expenses, transportation, and other expenses associated with being a student.

- Family Adjusted Gross Income (AGI) below $80,000 as reported on the FAFSA or Minnesota Dream Act Application
- No age restriction or high school graduation date requirement
- Covers cost of up to 60 credits at Southeast

- For new public high school graduates (Class of 2023 or after) residing in the Red Wing Public School District
- Includes individualized success coaching
- Covers cost of up to 70 credits at Southeast

College Opportunity Program - Winona |
- For new (Class of 2023 or after) public, private, and homeschooled high school graduates residing in the Winona Area Public School District
- Includes individualized success coaching
- Currently funded through 2025
- Covers cost of up to 70 credits for Class of 2024/25 grads; up to 35 credits for Class of 2025 grads

American Indian Scholars Program |
- Tuition and fee-free pathway for Minnesotans eligible for resident tuition who are enrolled members or citizens of any federally recognized tribe or Canadian First Nation
- Non-resident students who are enrolled members or citizens of a Minnesota Tribal Nation are also eligible.
